Can my horse claim a land? This depends. First, does your horse have a herd? A herd consists of at least the lead and three others. If said horse meets this requirement, he/she can claim a land or fight another lead for land.
Can my horse claim a land that has been claimed? Yes. Many of the regions of Decessus can support more than one herd. For example, the western plain alone can support 3 average sized herds before there isn't enough food to go around. At this point, horses must fight each other to eat.
Does my horse have to join a herd? Absolutely not. No horse is required to live with others. If you don't want to, you don't have to.
Can my horse challenge a leader of the three ruling herds? Yes, provided the horse is an adult with a herd. Also, said herd must have been in existence for one in game season.
Can I create another ruling herd? As of now, no. The story is that there are three. Three there shall remain. Feel free to make a lesser herd, though.
Can I be staff? There is currently 1 staff position open. This must be filled by someone who is willing to be a co-admin and the graphics designer. Therefor, the filler of the spot must be really good with graphics and coding.
Does my horse have to show submission to the leaders of the three ruling herds? Basically, it works like this: the leads of the ruling herds are kings. All other leads are basically Barons...or Lords (the exact title varies from ruling herd to ruling herd). They have to follow the leader they have given their alleigance to. However, if a lesser herd leader decides to not give alleigance to any of the ruling herds, it is at the ruler's discretion what to do with him/her. Generally, the penalty is death.
